I think providing aid to Ukraine right now is critically important,” the speaker added. House TVThe speaker’s embrace of Ukraine aid represents a remarkable evolution for Johnson, who voted against funding for the country as a rank-and-file member. Johnson drags his feetJohnson did not come to his decision on how to handle foreign aid quickly. “Slow,” New York Rep. Gregory Meeks, the top Democrat on the House Foreign Affairs Committee, said when asked how Johnson handled Ukraine aid. In recent weeks, allies counseled Johnson to keep the former president in the loop on his potential foreign aid plans.

Johnson predicted the House will vote Friday evening on the separate bills. “My personal preference is to do it individually, but we’ll let the body decide.”Among the ways GOP leaders plan to address Ukraine aid: a bill to seize Russian assets, a lend-lease program for Ukraine military aid and convertible loans for humanitarian relief. Former President Donald Trump, who recently met with House Speaker Mike Johnson at Mar-a-Lago, has expressed openness to structuring Ukraine aid as a loan. The Senate passed its bill in February – a $95.3 billion foreign aid bill with assistance for Ukraine, Israel and other priorities. A significant number of House Republicans are opposed to sending further aid to Ukraine.

WASHINGTON (AP) — President Joe Biden said Friday that the apparent death of Russian anti-corruption activist Alexei Navalny brings new urgency to the need for Congress to approve tens of billions of dollars for Ukraine to stave off Moscow's invasion. Speaking at the White House, Biden said that no matter the cause, he holds Russian President Vladimir Putin responsible for Navalny's death. CNN —The immigration and border crisis is quickly morphing into the dominant issue of American politics – and Democrats are pivoting faster than Republicans at the moment. It took two tries, but House Republicans made their point and voted by the narrowest possible margin to impeach Homeland Security Secretary Alejandro Mayorkas, the first impeachment of a Cabinet secretary since the 1870s. He tacked to the middle specifically on the issue of immigration, hammering Republicans for refusing to work with Democrats on an immigration compromise. Except voters concerned about immigration told CNN reporters that it was also dysfunction on Capitol Hill – Republicans rejected even the idea of a bipartisan immigration deal last week – that drove their votes. Democrats and Republicans in the Senate joined together to pass a foreign aid package this week after it was decoupled from the border compromise.

WASHINGTON (AP) — The Justice Department is investigating whether Democratic Rep. Cori Bush of Missouri misused campaign funds for her own personal security, the progressive lawmaker confirmed in a statement Tuesday. “As a rank-and-file member of Congress I am not entitled to personal protection by the House, and instead have used campaign funds as permissible to retain security services,” Bush said. “I have not used any federal tax dollars for personal security services.”Her statement came a day after the Justice Department subpoenaed the office of the House Sergeant of Arms for related documents. The Justice Department declined to comment. Since being to the House in 2021, Bush, a Black woman with activist roots, has been the target of right-wing attacks.

WASHINGTON (AP) — A bill to create a bipartisan commission that would tackle the nation’s soaring debt and make policy recommendations to Congress won approval Thursday from a House committee. Many Democrats see the commission as an attempt to force cuts to Social Security and Medicare. The commission would have 16 members: 12 from Congress, evenly divided by party, and four outside experts who would not have voting power. Republicans blame federal spending for the annual deficits while many Democrats cite tax cuts enacted under Republican administrations. Three committee Democrats voted for it, including Rep. Scott Peters, D-Calif., who worked with Rep. Bill Huizenga, R-Mich. in sponsoring the bill.

The strategy of association was evident as Democratic leader Hakeem Jeffries of New York castigated Republicans in comments leading up to Santos' expulsion on Friday. “Look, House Republicans knew a lot about George Santos before he was elected. In May, all five of the Republicans voted to refer to the Ethics Committee a Democratic-sponsored resolution to expel Santos. Rep. Richard Hudson, chairman of the campaign arm for House Republicans, dismissed the threat of Santos tainting other Republicans. Ellie Dougherty, a spokesperson for the Democratic Congressional Campaign Committee, said New York Republicans spent months protecting Santos.

WASHINGTON (AP) — Rep. George Santos of New York is facing a critical vote to expel him from the House on Friday as lawmakers weigh whether his actions, fabrications and alleged lawbreaking warrant the chamber's most severe punishment. “I will not stand by quietly,” Santos declared on the House floor Thursday as lawmakers debated his removal. But some Republicans, including Santos' colleagues from New York, said voters will welcome lawmakers being held to a higher standard. In early March, the House Ethics Committee announced it was launching an investigation into Santos. ___Follow the AP's coverage of U.S. Rep. New York CNN —Dozens of men have filed a class action lawsuit alleging Abercrombie & Fitch was complicit in a decade-long sex trafficking scheme carried out by the fashion company’s former CEO. The lawsuit states that, in a series of instances, one aspiring model was invited to multiple Abercrombie & Fitch casting events in New York, France and London, and was sexually assaulted at least seven times at these events. “Sexual exploitation does not discriminate based on gender,” Henderson told CNN in a statement. The courtroom is where we will deal with this matter,” Jeffries’ attorney Brian Bieber told CNN. Days after the BBC report, Abercrombie & Fitch said it had launched its own investigation into the allegations.

The House is tentatively set to convene sometime Thursday afternoon for Jordan to try again. The impasse has left some Republican lawmakers settling in for a protracted stretch without a House speaker. Political Cartoons View All 1211 ImagesWhat was clear was that Jordan's path to become House speaker was almost certainly lost. “The way out is that Jim Jordan has got to pull his name," said Rep. Don Bacon, R-Neb., who voted twice against him. With Republicans in majority control of the House, 221-212, Jordan must pick up most of his GOP foes to win.

Hardline Republicans axed Rep. Kevin McCarthy, the man who spent years orchestrating his rise to become House speaker, after he relied on Democrats to help pass a short-term funding bill to keep the government open last month. When McCarthy got the boot, McHenry was elevated to become the powerless temporary speaker – known as speaker pro tempore – able to keep the House in session but not to pass any legislation. The mechanism for such an arrangement could be a simple resolution giving McHenry the temporary power to move appropriations legislation. I asked her by email about why having a temporary speaker would be appealing, and she suggested it’s not a good option, but maybe the least bad option in the face of an institutional leadership crisis. In fact, Postell predicted an even more partisan atmosphere if the House speaker was to permanently become a less powerful position.

House Republicans appear to be warming to a novel proposal that would empower the speaker pro tempore, given their inability to elect a leader. The idea appears particularly popular among Republicans who opposed Jordan on the initial ballot. But the move would require the backing of a majority of the chamber, likely necessitating the support of Democrats. House Minority Leader Hakeem Jeffries has made clear that Democrats are open to a bipartisan path forward. “I have respect for Patrick McHenry, I think he is respected on our side of the aisle,” Jeffries said when asked about the possibility of empowering the North Carolina Republican.

CNN —The House speakership drama enters a new week under increased urgency as Israel declared war Sunday following unprecedented surprise attacks by Hamas. Kevin McCarthy’s historic ouster as speaker leaves the House in uncharted legal territory regarding what it can do under acting Speaker Patrick McHenry. As the Biden administration looks to provide additional assistance to Israel, officials were unsure Saturday about what could be accomplished without a sitting speaker. As Jordan and Scalise vie for their colleagues’ support, Jordan said Sunday that he would lay out his plan to address the government funding deadline to his caucus Tuesday. “We’ve got to have 218 votes for a Republican speaker, and we’ve got to have 218 votes for how we deal with November 17 when the funding bill for the government comes due.

McCarthy Ouster Motion Advances to a Vote in the House

A motion to table a vote to oust Kevin McCarthy fell short on Tuesday, teeing up a vote to remove the speaker from his post and throwing the House into unprecedented territory. In a 218-208 vote, with 11 Republicans joining all Democrats, the motion to table did not pass, kickstarting debate on McCarthy’s fate, which was set to be determined by a vote later Tuesday. McCarthy, facing a motion to oust him from Rep. Matt Gaetz over his handling of the government shutdown threat, attempted to call the Florida Republican’s bluff on Tuesday as he requested the vote. Speculation for weeks has suggested that Democrats might throw McCarthy a lifeline in exchange for some unspecified concessions. “It is now the responsibility of the GOP members to end the House Republican Civil War,” Jeffries wrote in a letter to members of his caucus before the vote.

The House is leaving town Thursday having made little to no progress toward keeping the government funded this week, as a Sept. 30 deadline to avert a shutdown looms large. And as the clock ticks to avert a government shutdown, paired with continued disagreement about spending levels, passing all 12 spending bills in time appears nearly out of the question. Political Cartoons on the Economy View All 592 ImagesThe lack of progress this week means the House will likely need to pass a continuing resolution to extend its deadline. That move delivered a key priority to the conservatives in his conference who have long been pushing for a Biden impeachment. But the intraparty difficulties persisted throughout the week, despite the Biden impeachment inquiry offering, spelling trouble for virtually any plan to avert a shutdown.

CNN —Israeli President Isaac Herzog is set to deliver an address to a joint meeting of Congress on Wednesday, in what is expected to mark a bipartisan show of support for a top strategic ally in the Middle East. There is widespread support for Israel on both sides of the aisle in Congress, but some House Democrats have said they’ll skip the address, citing concerns about human rights. Jayapal, a Washington state Democrat, said “Israel is a racist state” on Saturday while addressing pro-Palestine protesters who interrupted a panel discussion at the Netroots Nation conference in Chicago. “In May, I became the second Speaker of the US House of Representatives in history to address the Israeli Knesset, and now, it is my privilege to host Israeli President Isaac Herzog for a similar honor. The only other President of Israel to share this distinction is his father – President Chaim Herzog – more than 35 years ago,” McCarthy said in a statement at the time.

Given the current math in the chamber, every senator in the Democratic Caucus would need to support such a change. The president’s focus, Kikukawa said, remains preventing default, and “other options are a question for another day.”Originally Boyle backed eliminating the debt limit entirely. She and Jeffries both pointed out that Senate Minority Leader Mitch McConnell had in 2011 supported a backdoor solution to that debt limit fight, which would have given then-President Barack Obama power to raise it on his own just that one time. Several swing district Democrats, though, told CNN that they were wary of supporting a change, calling the debt limit authority an important check on the presidency and on spending, despite their opposition to how it was used this time. This has been such a torturous experience for my Democratic colleagues that I hope they will not forget,” Boyle said.

As speaker, McCarthy has the authority to choose a chairman and Republican members of the panel. Jeffries, as minority leader, can nominate Democrats to serve on the panel, but McCarthy has the power to reject them. He has specifically targeted Schiff and Swalwell who played a major role in the impeachments of former President Donald Trump. Those actions angered McCarthy and for months he has vowed to block Schiff and Swalwell from the Intelligence panel. As recently as Jan. 12, McCarthy told reporters he would not seat Schiff and Swalwell who regularly antagonize McCarthy during cable news appearances.
“I’ll get 218,” McCarthy told CNN, referring to the votes he’d need to become House speaker. Video Ad Feedback Bash asks Pelosi if McCarthy has what it takes to be House Speaker. “I’m not going to talk about hypotheticals,” said Biggs, who lost his conference’s nomination to become speaker last month after securing 31 votes. But McCarthy’s detractors said it’s an issue very much still on the table and think he may end up needing to embrace it if he still doesn’t have the speaker votes by January 3. But he refused to rule out a scenario where his caucus would help elect the next speaker if McCarthy couldn’t get the votes.
WASHINGTON — House Democrats will elect their new leadership team Wednesday morning, ushering in a younger generation of leaders after Speaker Nancy Pelosi and Majority Leader Steny Hoyer decided to step aside after Democrats narrowly lost the majority this month. In recent years, younger, equally ambitious and talented Democrats looking to climb the leadership ladder discovered they had nowhere to go but out. Democratic Caucus Chair Xavier Becerra took an appointment as California's attorney general and then was named by President Joe Biden as health and human services secretary. Others, including Steve Israel of New York, who led both House Democrats' campaign arm and communications shop, opted for retirement. “The House Democratic Caucus is at its best when everyone has an opportunity to be on the playing field, playing the right position," he said.
One year and billions of dollars later, the so-called metaverse still feels years away, if it ever manifests at all. And Meta’s flagship social VR app Horizon Worlds can feel like a ghost town (albeit a ghost town with laser tag). Meta’s latest headset, the Quest Pro, is its first effort at combining the immersiveness of VR with the real world. The VR headset market is still tiny compared to, say, an established gadget market like console video games. A visitor to the 2022 Tokyo Game Show tests the Meta Quest 2 VR headset.
